Bridging the Disaster Response Gap  

Australia is facing an era of unprecedented climate-driven risks. While our emergency services have strong foundations, the current landscape presents critical challenges that require a new approach: 

  • Fragmented Systems: Critical information often sits in isolated platforms, which limits the “big picture” view needed for large-scale, cross-agency coordination. 
  • The Validation Delay: Traditionally, the time between a fire ignition and a verified alert can range from 30 to 60 minutes, losing precious time for early intervention. 
  • Manual Deployment: Resource allocation is frequently reliant on experience-based decisions using incomplete or outdated information during the heat of an event. 
  • Economic Impact: Delays in initial response and slow post-incident assessments can lead to higher infrastructure loss and stall community recovery efforts.

ResilienceOS is an AI-enabled digital infrastructure that unifies data, analytics, and decision-support into a single, trusted operational picture. The platform is the product of deep technical development informed by extensive consultation across government, industry, and academia, ensuring it addresses the real-world challenges faced by first responders.

The platform was developed in close collaboration with the WA Department of Fire and Emergency Services (DFES) and the NSW Rural Fire Service (RFS) to ensure strong operational alignment. In addition, insights and requirements from more than 35 government, industry, and research organisations were incorporated into the design. A successful Proof of Concept has already demonstrated feasibility, delivering a unified national view of active fires, deployed resources, and cross-state information sharing in action. The project is supported by rigorous, multi-tiered governance – including Steering Committees and User Advisory Groups – to maintain the highest standards of safety, accuracy, and reliability.

  • Near Real-Time Detection: AI cross-verifies satellite imagery, drone feeds, and IoT data to identify and validate ignition events in under five minutes.
  • Predictive “Digital Twin”: Advanced modelling creates a virtual replica of the environment to simulate fire behaviour and test response scenarios in real time.
  • Dynamic Resource Allocation: Recommends optimal placement of personnel and assets to ensure the right resources are in the right place at the right time.
  • Interoperable & Sovereign: Vendor-agnostic architecture that integrates with existing state systems while keeping data governance in Australian hands.
